Ask every vendor to quote the same scope so the comparison is fair, and note the date each quote expires.

- Why is the purchase order step locked?
- It needs an accepted quote. Accept one in step 1.
- Does each step cost a usage?
- Each export counts one usage, as in the single tools.
- Is my data uploaded?
- No. It stays in your browser tab.
