Getting the dimensions right comes first because every later adjustment should be made against the image at its final size and framing, not before -- adjusting brightness or contrast before cropping means adjusting parts of the image that won't even be in the final result. Orientation gets fixed right after cropping, before any color work, since a sideways or upside-down image is a structural problem, not a stylistic one. Compression stays the true last step, applied only once the image looks exactly right, since compressing earlier just means re-compressing after every later edit.
