Send the offer, protect anything confidential they'll be exposed to, and get it signed.

The offer letter goes first since it's the document that actually starts the relationship -- everything else assumes the offer has already been made and is being formalized. An NDA belongs specifically here, before the person has started, if the role will expose them to anything confidential from day one; drafting it after they've already seen sensitive information defeats the point. Both documents get signed together at the end, since that's the point where the new hire is actually committing to the terms.
